## Acquisition State

Source receipts and schema receipts are preserved in the package-local
`evidence/` directory. The HFI CSV was acquired manually after scripted Cato
access returned 403; the local receipt/hash lineage is preserved in the evidence
records.

## Reproduction State

The PDF is built from the LaTeX release candidate:

- `latex/main.tex`;
- `latex/content/`;
- `latex/styles/`;
- `scripts_generate_figures.py`;
- `references/references.md`;
- package-local figures and receipts.

## Known Limitations

- The transition-zone analysis is descriptive and model-dependent.
- The fitted markers are not confidence intervals, causal thresholds, personal
  quotas or planning targets.
- National electricity demand is not personal access.
- Japan does not prove the full doctrine; it is the first planning field case.
- Kenta correspondence is summarised only within acknowledgement boundaries; no
  private email addresses or full private correspondence are public.
