Clock anchor, reference zone, Solis sunrise/sunset, and local duration surface for the public site.
Time is the System Bay mode that makes the site acknowledge duration without pretending to be analytics.
For now it holds the visible clock, Copenhagen/local reference zones, Solis sunrise/sunset status, and browser-side session counters. Later it can hold explicit reading anchors and publication timing controls.

Boundary
- No hidden visitor timing database.
